Windows Startup Error (C0000135)

I have been receiving an error message that will not
allow Windows to finish loading upon startup. The error
message is as follows:

STOP: C0000135 (unable to locate DLL)
The dynamic link library winsrv could not be found in the
specified path. Default Load Path

When I turn on the computer (Dell Optiplex GX200), the
Dell screen appears. Then, the Windows 2000 Professional
(running on NT Technology) screen appears. As that
finishes loading or starting up, then the blue screen
with the above error message appears. Finally, the
computer restarts itself and does the same thing over and
over again. Now, I do not have the Windows CD-Rom but I
would like to know how I can fix this problem. I do not
understand the KNowledge Base information regardings
using a parallel system, etc. I can be reach on email at

Typically this is caused by a corrupted file. In your case it is winsrv.dll
that resides in wintn\system32 folder. Resolving such a problem typically
requires copying the file from Windows installation CD (this gets tricky
when you have any relevant updates or Service Packs installed as the file on
the CD might be older than the one on your system).

To repair your system you need to access your disk from "the outside" of
your system which can be done either by using a Recovery Console, installing
another copy of Windows on the same machine (which is that "parallel system"
the KB refers to), or moving the disk physically to another, running
machine. Having a Windows installation CD will help you greatly.
