Windows refuses to start please help

I turned my sister's laptop on to add some software for her while she's away,
but keep getting the same screen . I used it this morning to check my
e-mail. No new software was added and it shut down correctly and there
wasn't a power cut. However it keeps coming up with the screen "We apologise
for the inconvenience, but Windows did not start successfully. A recent
hardware or software change might have caused this..." It gives options on
what to do ( start Windows normally, last known configuration, sae mode etc)
- I've tried all of them but I can't get Windows to start... and I don't
think that my sister has a recovery disk... and I'm gonna get the blame if it
can't be fixed. Does anyone know what I can do?
