windows installer

I'm troubleshooting a solution to error message 1719, which says that
Windows Installer service could not be accessed. I tried all the methods
suggested (without any luck) in "How to resolve common windows installer
problems" except upgrading Windows Installer. Would an upgrade help or do i
need to reinstall windows xp. I just was told by my computer manufacturer
that,if nothing else worked to resolve the Windows Installer problem then the
only thing left to do is to reinstall windows xp home edition. Which should
I try first upgrading or reinstalling.Sorry if I sound confused, but I am.

Without knowing what you have tried and ignore what you have:

Windows Installer Issues (Line 348) Right hand side
http://www.kellys-korner-xp.com/xp_tweaks.htm

As per the re-install, no. Repair install maybe.

Repair the Windows XP Installation - Note: You will forfeit all MS Updates.

Configure your computer to start from the CD-ROM drive. For more information
about how to do this, please refer to your computer's documentation or
contact your computer manufacturer.

Insert your Windows XP compact disc (CD) into your CD-ROM drive or DVD-ROM
drive, and then restart your computer.

(You can also boot with a Windows 98/Me Startup disk with CD support and run
WINNT.EXE in the I386 folder on the CD)

When the "Press any key to boot from CD" message is displayed on your
screen, press a key to start your computer from the Windows XP CD.

When you see the following message displayed on the Welcome to Setup screen,
press ENTER: To setup Windows XP now, press ENTER.

At this point an option to press R to enter the Recovery Console is
displayed. Do not select this option.

On the Windows XP Licensing Agreement screen, press F8 to agree to the
license agreement. Make sure that your current installation of Windows XP is
selected in the box, and then press the R key to repair Windows XP. Follow
the instructions on the screen to complete Setup.

Perform an In-Place Upgrade (Reinstallation) of Windows XP
http://support.microsoft.com/default.aspx?scid=kb;en-us;Q315341

But before that, try:

System File Checker (Start/Run/CMD/SFC /Scannow)

/SCANNOW
Scans all protected system files immediately.
/SCANONCE
Scans all protected system files at the next boot.
/SCANBOOT
Scans all protected system files at every boot.
/REVERT
Windows XP: Return to default settings.

Sfc sets the following registry value:

HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows
NT\CurrentVersion\Winlogon\SFCScan

Added note:

Creates a log here:

Start/Run/Msinfo32/Tools/File Signature Verification Utility. Or go to
Start/Run and type in: sigverif. Modify your settings under Advanced. When
the scan is done, go back to Advanced/Logging/View Log.

Another tool for both Current and Older Windows Files: Go to Start/Run and
type in: verifier

Modify the registry for verifier.exe
