I get the following message when trying to remove a programme so as to
reinstall it;

The windows installer service could not be accessed. This can occurr if you
are running windows in safe mode, or if the windows installer is not
correctly installed.

Could anyone advise on how I can tell if I am running windows in safe mode,
or how I can install the windows installer correctly?

Or even direct me to a discussion site for this problem?

There existed (for a while) a problem with the Windows Installer. There is a
patch for that.

You receive an access violation error and the system may appear to become
unresponsive when you try to install an update from Windows Update or from
Microsoft Update: http://support.microsoft.com/default.aspx/kb/927891/en-us

The Installer has an update issued for it. Download it, and run the install
of your app again.
