Windows Installer Service could not be accessed.

I'm running XP. I had to use the Recovery Disks a few weeks ago when my
system went loopy. Now I'm trying to download Apple's iTunes for new iPod.
When I go to run it after the download completes, the system tries to get
Windows Installer. I get a message:

The Windows Installer Srevice could not be accessed. This can occur if you
are running Windows in safe mode (I'm not) or if Windows Installer is not
correctly installed.

Can someone tell me what I need to do?

Hi,
This can happen if the windows installer damaged or corrupt, do you run this
installation as Administrator on in admin privileges/permissions?.
Try the below to repair/install the windows installer including downloading
the latest windows installer version 3.1:

I've done the backup, I've downloaded 3.1, but I still get the same error
after trying to Run after downloading the iTunes download again.

Method 1: Step 2: "msiexec/unreg" Message: Windows cannot find.
Method 2: Installed 3.1, get the same message
Method 3: Did not try...was not sure about this one
Method 4: Is/Was set to Manual
Haven't tried Method 5 - 12. I don't know enough about pc's to know what
I'm doing.

OK...I'm trying the following steps and got to the hidden files. There is I
can find C:\Windows\System32\msiexec; but there is not an entry for
....\msiexec.exe. Is it included in the ...\msiexec? Or have I lost this
file? Is there a way to restore it?

1. Determine the location of the Msiexec.exe file on your hard disk. To do
this, follow these steps: a. Click Start, click Run, type %windir%\system32,
and then click OK.

Note This step will open the folder where the Msiexec.exe file is located.
b. Make a note of the location of the Msiexec.exe file. The location of the
Msiexec.exe file will be a combination of the value in the Address text box
and the Msiexec.exe file name itself.

For example if the Address text box contains a value of C:\Windows\system32,
the location of the Msiexec.exe file will be C:\Windows\system32\Msiexec.exe.

I have also tried to uninstall Office (system came with 2003, but have never
used...I've been using my Office 2000). Windows Installer will not allow me
to uninstall either of these programs since it cannot be found.

Dare I mess with the registry keys?

Hi Sue,
Please try to make sure your system is clean from malware and viruses then
run disk clean up.
Go through these Cleaning steps:
1... First, try to clean up your caches, Internet files and delete cookies
by doing this:
Click Start >> Control Panel >> Double click Network and Internet
Connections >> Double click Internet Options.
On the IE properties windows you will see these Tabs:
General | Security | Privacy | Content | Connections | Programs |
Advanced
Under General Tab clear your History, Internet Files and Cookies.
Then click on Advanced tab and scroll down to under the Browsing Option:
[&] Browsing
[ ] Enable Third-Party browser extensions (Req Rest) uncheck this box.
Then click on Programs Tab and click Manage Add-Ons and Disable all non
Verified Add-Ons (You should Renable them later one-by-one and see the
culprit and update it or remove it.

After the scan run disk cleanup on your drive.

Open a run command and type in:
sfc /scannow click [OK] you may be asked by the system for XP CD
installation media so get it handy to insert it in if been asked to do so!.
Does this allow you to install the iTunes?.
If it didn't proceed with next step:
Open a Notepad, customize or minimize to the taskbar as you will need it
later for this step to copy the error message on it.
Open a run command and type in:
eventvwr.msc click [OK] you will get the Event viewer control Panel.
click on each of these:
Application
System
Security
Look in the right Pane/window for error message with red (X) or Yellow
exclamation mark /!\ , double click each one to get more info about the
causer.
On the Event error properties message you will see:
Up Arrow
Down arrow
Two pages
Click on the two pages to copy the error message then bring up the Notepad
you opened earlier and right click on the first line and select Paste from
the list, this will paste the error message on a Notepad.
Please don't duplicate the error message one of each kind will be sufficient.

Please we need just the error messages with Red (X) and don't repeat the
error, just one of each kind and post them back in your next post.
