Windows Installer Service

When installing McAfee Antivirus program I get the following message. "The
Windows Installer Service could not be accessed. This may occur if you are
running Windows in Safe Mode, or if the Windows Installer is not correctly
Installed. "

How do I correctly install Windows Installer? Or how do I correct this
problem?
