Windows Installer 3.1

I can not install any software on my PC because the Windows Installer is
corrupted. The PC is running Windows XP Pro SP2 with all the latest updates
and patches.

Here are the messages from the Windows Installer.
The Windows Installer Service could not be accessed. This can occur if you
are running Windows in safe mode. or if the Windows Installer is not
correctly installed. Contact your support personnel for assistance.

What do I do now? I tried to install the latest version of Windows Installer
3.1 in Safe Mode with the System Restore turned off. It did not work.
