windows installer -PLEASE HELP-

I am Haveing a problem with windows installer. When I try to install some
things "Norton Antivirus, Office XP" for example, I get a message that says
the "windows installer service could not be accesed. This can occur if you
are running Windows in safe mode, or the windows installer is not correctly
installed." I have Tryed to download the windows installer from the website
but when I try to install it says that the windows installer I have is newer
then the one im trying to install, and it doesnt let me install it. Any
suggestion on what I can do PLEASE HELP I WOULD REALLY APPRECIATE IT!

Go to run,type:services.msc In msc,scroll down to installer,double click on
the text,in properties,select automatic from the manual position its probably
in,then start service,close-out.
