Windows Installer advice needed

I am trying to install Corel Paint Shop Pro Photo X2. It gives an " Error
2711. The specified Feature name ('_RCDLL_IE_FIX') not found in Feature
table". Corel support says that this error usually indicates a previously
failed installation or update, and it may indicate a corrupted installation
cache on the current system I was told that I need to install the Windows
Installer 3.0 Redistributable from Microsoft. I'm not sure if I should try
to do this as the System Requirements for this installer say "Windows XP
Service Pack 2 contains Windows Installer 3.0 and therefore can't be
installed or upgraded by this redistributable". I have Windows XP Pro with
SP 2 installed.

Can someone please advise me if it's safe to use this Windows Installer?

Well so much for the Windows Installer 3.0. I ran it and got a message that
there is no need to install this update because the Service Pack version of
my system is newer than the update I was trying to apply.

If anyone has ideas on how to fix the " Error 2711. The specified Feature
name ('_RCDLL_IE_FIX') not found in Feature table" I would appreciate it.

Go to run,type:services.msc In msc,scroll to installer,double click on
it,set
to "auto start" from manual,start the service,close out,reinstall paint.Also,
before installer service,at run type:%Temp% Go to edit,select all,delete
all,
close out,empty recycle bin.Temp probably contains youre failed install,plus
other junk youre OS is thru with.....
