Windows installer corrupted

Heya. I have a problem with my windows installer after installing Microsoft
Applocale.
I can no longer seem to use windows installer in install any msi files and
uninstall too. I get 2 msiexec.exe errors follwed by something telling me
that there is some error as I may be in safe mode(which i'm not) or something.

I cant even uninstall Applocale.

I have tried unregistering and regestiring it but that doesnt help. Even wen
to safe mode to reregister. I also tried applying the regedit from Kelly's
site. That didnt work either.
Finally i tried to repair/reinstall windows XP using the boot CD at startup.
It asked if i wanted to setup windows or repair and i chose setup(according
to another thread this is what i'm supposed to do). I then had to choose a
drive. But then it informed me i had to delete the partition in order to
continue, which i couldnt do as I would have lost alot of data. So i aborted
the set up.

But now I cant even enter windows, it just goes thru an infinite reclye of
reboots. (safe mode doesnt work either)

Any help whatsoever will be greatly appreciated. I dun want to lose the
partition because I don't want to lose all my data.

Pacific time. Have you seen that reply?

Ah yes. i just read the other reply. For some reason I wasn't able to find
that post as well as this post until today. (Hence my 3rd post about not
being able to see any posts past a certain date).

I'll reply in my other post on whether i tried the other methods

Okay this is strange... Now I can't find the old article again...

Does anyone know the date of the article?

Anyway I tried all the solutions except for
http://support.microsoft.com/kb/315346/en-us

If that is a complete reinstallation of windows installer then I guess it
should work. I can't really test it now because Windows no longer boots and
to reinstall windows XP I have to destroy my current partition. So I'm going
to format my hard drive.
Thanfully all my important data is on another harddrive.
