Windows Installer Clean Up Utility

Hello Forum,
I need to completely uninstall Norton Ghost 9.0. (Add/remove Programs isn't
cutting it...)
I've heard of this Clean Up utility and read the MS description
(http://support.microsoft.com/default.aspx?scid=kb;en-us;290301) but still
don't really understand it. If I use the clean up utility, and it removes
Norton Ghost from the Add/Remove Programs list, then after "clean up" how do
I uninstall it? (Since it says the utility doesn't uninstall, just removes
installer configuration.)
Clearly, I just don't get it...
Anyone care to explain?

It seems that this doesn't apply to Norton Ghost 9.0, but I may not
understand it correctly.
However, I would like to understand the windows Cleanup Utility better,
anyway...
