windows install error

line 2198 hivesys.inf is corrupt i get this error when
trying to install windows 2000 on a new hard drive.can any
help, is it my hard drive or the windows cd.

Is the media scratched? If not, I would strongly suspect a bad or
misconfigured CDROM drive.
