Windows hangs during network logon due to wlnotify.dll problem

One of our network users has a daily problem logging onto the network with
his laptop. After entering his logon info the system hangs after partially
loading his Windows desktop. When trying to restart the machine he gets an
error message stating that C:\Windows\System32\wlnotify.dll is in use and
can't close. There will be no progress from this point and he'll be forced
to shut down manually. Most of the time however it will boot normally on the
second try. He's running Windows XP Professional with SP3 and all Windows
updates are current. Does anyone have any idea what we can try to resolve
this issue?
