XP SP2 Hangs on restart but not on cold boot

Windows XP hangs just before the logon screen when restarting. It sits with
the mouse cursor visible, the cursor moves but no progress from there. The
problem does not occur when starting after a complete shut down or restarting
in safe mode.

The system does restart if all PCI cards are removed, however no single PCI
card/slot appears to be the offender. Latest BIOS installed, works fine under
Win2K SP3. New XP Pro with SP2 install, I have turned off msconfig startup
options but no good.

Intel P4 1.9GHz, Gigabyte GA-8ITXR v1.1 motherboard, 512MB RDRAM, Winfast
Titanium AGP video.

Any help greatly appreciated!

No solution, but I have almost the same problem! I get to the point that it
says "Applying computer settings" and doesn't get beyond that! When I 'fix'
XP install it works, but when I reapply SP2 I get the same problem. Strange
thing is that everything worked fine until a few days ago!

Could be heat related. Could be your power supply is not putting out enough
juice. I would try running with the case open and see if that helps.

Case is already open on test bench, and the new 300W power supply only has 1
HDD & 1 CD to drive.

Have isolated that it is not an SP2 issue as same occurs under XP SP1.

It will happily run Win2K up to SP3, but SP4 completely fails to install. I
doubt it is a hardware fault, it must be some kind of incompatability.
