Windows Explorer sort order

I'd like to be able to change the *secondary* sort order
for files viewed in Windows Explorer. That is, I want to
first sort on file type, but within a file type sort on
modified date. Is this possible?

No. I also have not seen a third-part file manager that can do this.

dir /o:ged
or
dir /o:ed

g groups dirs. Directories can have extensions. So without the g a folder called folder.zip will sort with files called files.zip.
