Windows error 1717 - fix ?

Hi there,
When I try to sign into a program I have that connects to
another server, I get a Windows Error 1717: The Interface
is Unknown. I can't connect.

Microsoft states there is a fix but they don't list the
fix or offer a download.

Has anyone had this problem and fixed it? And how?

I have Microsoft XP
