Windows Desktop Search (WDS) Options administratively disabled

Attempting to get into the Options in WDS produces, "This operation
has been cancelled due to restrictions in effect on this computer.
Please contact your system administrator."

Does anyone know which setting in a GPO would cause this?

Anyone know any good tools for determining which setting in a GPO
produces a specific end-user result...? (gpmc can't help me here,
since I don't know which setting this is.)

Found it. Apparently it's "technically" a Control Panel applet, even
though there's no associated CPL. Instead, it's a DLL. Running it
manually goes like this:

"C:\Windows\System32\rundll32.exe" C:\Windows
\system32\shell32.dll,Control_RunDLL C:\Windows\system32\srchadmin.dll

If anyone from MSFT is listening, here's a feature request for you:
canonize this, please? Otherwise it'll be a real pain to craft a GPO
that lets users self-configure indexing while preventing them from
running any / all other Control Panel apps.

Also, anyone have anything better than regmon for this?

If you want to make a suggestion to MS here are the ways to do so.
