Windows boots OK but NOT in safe mode

I am running windows XP home edition. I want to boot my PC in safe mode. I do
the usual F8 and select to start in safe mode. The screen shows a large list
of drivers and restarts as if I just powered on. However I have no problem
loading windows but NOT in safe mode. Any idea?????? Heeeeelp meeeee!!!!!

I have experienced this with a virus infection and hard drive problems. Back
up your files. Scan machine for virus and spyware. Run chkdsk.

It sounds like it is a driver issue in safe mode try to catch what driver is
loading when it restarts id be willing to bet that it is the vga driver that
is what the problem was when it happened to me i had to put in a older video
card and it worked.

Some users who cannot get into Safe Mode after applying SP2 have
identified the problem as being caused by Nero's InCD 4.3. Going back
to an earlier version fixes this, although Nero has an update on their
site.

If the above isn't applicable to you, then post back with more detail
about your computer, its specs, and whether you were ever able to get
into Safe Mode. If you were, what changed?

AS I WAS FAIRLY CONFIDENT MY PC WASN'T INFECTED AND THE
VGA DRIVER WAS OK, I REMOVED InCD AND THAT FIXED THE PROBLEM.

THANK'S AGAIN.
BTW, SURELY THE OPERATING SYSTEM SHOULD
BE DESIGNED TO HANDLE THESE DRIVER FAULTS ESPECIALLY WHEN
BOOTING IN SAFE MODE????

PLEASE DO NOT POST/REPLY IN ONLY CAPITOL LETTERS! It is considered to be
"shouting!"

Windows does handle driver faults! Since Microsoft does not official create
most drivers, they offer a driver certification program where they try to
encourage the hardware developers to get their drivers certified. This is
why you may encounter a "Driver not signed" message during a driver install.
The hardware manufacturer may/do not send in every version of their drivers
to MS to get certified.
