window built-in defrag procedure

Is there a considered opinion on the best/most efficient way to operate
this?...

i.e. Close all running application and/or processes, empty recycle bin,
etc. all within normal boot-up. Or is it better to always do it under
Safe Mode?

You do not need to defrag in Safe Mode in Windows XP, where you did have to
in Windows 98 or you got a nasty message, if I remember correctly.

Defragmenter recommends it."

I was surprised when I analyzed my system and found the conclusion from
DD was that defragmenting wasn't required/recommended.

I ran it anyway... And the process took about 2 hours to complete. I'm
glad I didn't wait until it was recommended!

HOWEVER... I suppose it's indirectly recommended in this case, as I have
recently reconfigured this machine and re/installed a couple of pieces
of software, and I notice defrag [as opposed to analyze] is recommended
in the aforementioned article. I'm just slightly surprised that this
isn't picked up in the apparent 'recommendation' following analysis.
