can't set/keep wallpaper

I can't set the wallpaper. The small window in the Desktop properties
actually shows the selected image, but clicking 'Apply', erm, doesn't
apply it.

I've tried the Kelly's Korner wallpaper enable reg tweak [No. 142] to no
effect.

If I right-click on a web page/photo and choose Set as Desktop
Background, it works.

Bizarrely, I can even then return to Desktop properties, Browse to one
of my own images, click 'Apply' and the image duly appears!

HOWEVER... Reboot and we're back to a blank canvas again. {Shrug}

Did you install anything before this occured? It's possible some software
caused this issue. I would recommend testing something:

Create a new user account
login to the new account.
attempt to recreate the issue.
if the new account works, move your data over to it and call it fixed.
if this does not resolve the issue something in explorer or the registry
probably got corrupted and I would recommend backing up your data and
reinstalling.
