Win2000 Professional - Boot problem after install of Office

After I install Office 2000 from a new windows 2000
professional install - the PC will stop at error - C000218
Registry file failure, registry cannot load
systemroot/system32/config/software

The system also has same error when booting in safe mode.
Can I disable loading all divers and sofware for win2000
boot? I am unable to get into safe or normal nmode to
backoff the office install.
