Win 2000 boots in normal mode but not safe mode

I am unable to get my Win 2000 Pro system to boot in safe
mode. It boots in normal mode fine, but if I attempt to
boot in safe mode it reboots the system just prior to the
logon screen. I tried replacing the hal.dll file and the
ntoskrnl.exe file to no avail. The system actually
wouldn't boot at all when I replaced the ntoskrnl.exe file
(I get a BSOD). I believe the problem started after I
installed Service Pack 4, but I couldn't sware to it.

Any one have any suggestions?
