Why won't the mailbox backup utility install in Outlook 2003?

I am having the exact same problem. The backup utility
option is not showing up in the "file" drop down box from
within outlook 2003. I have uninstalled and reinstalled,
and it dosn't seem to matter. HELP!

That is exactly the problem. I have installed the backup utility on other
machines with the same configurations and it's worked fine. A mystery...

The problem that I have is that when I set it to backup
my .PST file to a server location, it says that something
is locking the file. Even when I am out of Outlook all
together. I have no idea what is keeping the file in use.
