Backup Utility Not Working

When I attempt to configure the backup utility for Outlook I get the
following issues:

1) can't find outbak.dll (I have downloaded this file and put it in the
correct folder as advised by MS)
2) when Outlook can find this folder and I go to save backup it says it
can't find or write to backappl.exe (I have downloaded this file also and
installed it in the correct folder)
3) try to uninstall backup utility from Control Panel but program doesn't
uninstall even if it says it has
4) tried deleting all backup files from registry but still getting same issue
5) have downloaded newest version of backup utility but it won't install
until previous version has been removed

I am using Windows XP Pro and Outlook 2003. Any suggestions on how to
uninstall and then reconfigure this utility would be greatly appreciated.

Possibly use the Windows Installer Cleanup Utility to remove the
installation information for the backup utility and try installing it again.
There is risk involved since the backup utility isn't uninstalled.

Bill, thanks for the help. I don't think I quite understand what you
are saying. How will the windows installer cleanup utility help me
get my backup files back from my external disk. They are all there
but the Backup utlity won't read them.

The OL backup utility simply copies a pst and adds the name backup to it eg
'outlookbackup.pst'
This file can be opened in OL, File>Open>Data File.....browse to the
location

The wininstaller clean up utility may enable you to remove the installer
remnents of the backup utility install to enable you to reinstall it
