Why can't I find Network Tasks in Network Connections?

In Help, under "Make an Incoming Network Connection', it says to open 'Network
Connections' and under 'Network Tasks' click 'Create a New Connection'. There
is nothing titled 'Network Tasks'.

Maximize the Network Connections window. If it's too small, the list
of tasks won't appear.

You can also click File | New Connection to create a new connection.

Close the "folders" window on the left of the "Network
Connections" screen to reveal the "Network Tasks" menues.
