Why are jpg attachments blocked in Outlook?

Since installing Outlook 2003, jpg attachments in incoming mail are blocked.
They are not on the list of files to be blocked, and if saved to a file, then
can be opened. This is a nuisance. Can it be turned off?

I am using Windows Vista, but do not think that is a factor.

What do you mean by bliocked. If you can save them to a file they're
obviously not blocked.

OK that might be the wrong terminology, but the fact is that if someone sends
me a jpg file as an attachment, I cannot open and view them from within
Outlook 2003.

What happens when you try?

The problem was solved by re-associating jpg files. They had been associated
to Internet Explorer, and would not open at all when clicking on the
attachment icon.
