Any way to recover "blocked" JPG?

An e-mail I received from a friend wound up in my Junk folder. Okay, so
that's going to happen, occasionally, and I can accept that. (I've now
designated that sender as a "Safe Sender.")

Problem is, though, when I moved that e-mail from the Junk folder into my
Inbox, a simple JPG file that was part of this e-mail is still missing. The
message at the top of this e-mail reads: "Outlook blocked access to the
following potentially unsafe attachments: [name of JPG file]."

Q: Is there ANY way to recover the missing JPG file?
Q: Is there some way to prevent Outlook from making this decision, or train
it to be more lenient?
