Outlook 2000 attachments blocked by outlook 2003

After Adding the Registry entries for Level1Remove and Level2Remove. Certain
files are still blocked....
At this point attached files coming from users on Outlook 2000 are unable to
be opened by an outlook 2003 user.
"Outlook Blocked Access to the following potentially unsafe attachments."
