When shut down, only the monitor goes off.

When shut down only my monitor turns off, but the chassis fan, cpu fan, all
things in the case are still running. I can not neither shut it down nor
restart it.
I have tried many solutions provided such as:
- does not allow the computer to turn off using USB root hub.
- update my bios.
- trying to find APM, but I can not find it at Power Option.

Please kindly help to advise......

You might want to give more info. When did this start? Is it something
new or has been going on? When did you first notice it? What is the
system configuration?
