New Build Computer does not shut down

Windows XP intel MB Pentium D 3.20 775 Presler dual core, 2 gig memory 250
gig seagate HD. New build powers up boots up no problem windows log in,
Shutdown problem, windows goes into normal shutdown and monitor turns off but
computer chassis fans and possible HD still on, LED light on the start button
on i have to turn switch of on power supply. I also have tried to hold in the
start button at shut down that does not help. I have check BIOS, no power
management adjustment. also In windows control- maintenance- power- clicked
advanced settings were the stand-by hibernate- do nothing- and turn off are
located, set to turn off, still does not turn off computer chassis.Why does
monitor turn off but not the computer???

I would check the BIOS settings related to power button actions. Also
double-check your motherboard control pins-to-front panel connections.
When building a PC, it's always best to verify On/Off - soft Reset and
other functions before mounting the MB inside the case. Usually done
by using a Phillips head screwdriver and touching the appropriate staking
pins on the motherboard.

Did you apply any BIOS firmware updates to the PC ?
It's always a possibility you've got a defective MB.
