Google is a good resource to research these issues.

..Net Framework is only needed if you have a program that uses it. Only you
can determine if that's the case. It is not needed natively for XP to
function. If a particular version of .Net is needed then any service packs
for it are needed.

Don' worry about the size issue or when last used. That is unreliable.
It's presence or absence doesn't mean something is wrong or right with it.

one possible need is if you have an ati video card.
NET is needed to install control panel for it.
