Whats the difference between a template, master and a background in PPT

In order from "biggest" to "smallest"

A template or "design" is a special type of PowerPoint file that contains
formatting information (including placeholders), possibly entire slides,
backgrounds and masters. Every presentation is based on one template or another
and contains all of the information needed to reproduce the template.

Templates contain masters.

A master is a special type of slide within a template. It sets the formatting for
slides that are based on it (including the placement of placeholders). By
default, the master sets the background for slides based on it.

Masters and slides contain backgrounds.

Each slide inherits its background from the master that the slide is based on, you
can override that and apply a different background to each slide if you like.
