What is framedyn.dll? How do I reinstall it?

Dear sir/Madam

I recently upgraded to Windows IE7 because on Windows IE6 I had lost
network diagnostics in Help and Support

When I clicked Network diagnostic in IE7 I got following message:
"This application has failed to start because framedyn.dll was not
found.
Re-installing the application may fix this problem."

What is framedyn.dll?
How do I reinstall it?

Tx for your post. I solved the problem myself of which I am proud.
However, I have put the web site you gave me on my Favourites in case i have future problems
