What is an Internet Explorer Web Proxy?

Is it important to have one?

I know how to configure it but is it important, because every time
run Windows diagnostic tool, Internet Explorer Web Proxy shows up a
failed.

Well, not sure what an Internet Explorer Web Proxy is: IE is a web browser,
a web proxy is something that caches the web for a large number of users.

Is it important to have one?

Not in most cases, though if one is available to you, you should use it as a
courtesy to web servers, increase the odds of reaching sites suffering the
Slashdot Effect¹, and take possibly take advantage of any ad-zapping
features that the server employs.

Either IE is set to not use a proxy, or your network does not have a proxy.
If you can browse, don't sweat it.
