what causes cookies, history etc to be recreated in c:\windoes\temp

What program or windows component that creates temporary files, cookies &
history in c:\windows\temp?
I see this also under Documents & Settings\User Name\Local Settings\ also.
Does Microsoft Net Framework 1.1 cause this? Is it necessarily to have this
installed?

I can manually delete it in windows\temp but after a few days it appears
again.

You can't stop cookies if you want to surf the web, but you only need allow session cookies to do it, apart from your trusted sites like your bank or anywhere else you have a forum you enter. Temp files being different from Internet files are caused by whatever you do on your computer like opening word and writing a letter for instance, that will cause a temp file. There is nothing you can do to stop it as they will always come, back when you start your computer again. Most are harmless anyway. If you go up to tools Internet options and click on settings it will show you all the files you have made today. When you shut your computer down click on tools-delete files and put a tick in the delete all offline files, that will clear them all the same with delete cookies and Clear history. If you have any dodgy spyware on your computer try downloading these free programs and running them

hi correction

i ment temp internet files, cookies & history I see these in 2 directories
being recreated in c:\windows\temp as well as under dos & settings\user
name\local settings I can delete the one in windows & was wonder was causes
it to make them 2x & why? it dont seem it use it if i look in it.
