cookie, temp internet files & history problems

on a fresh new install of xp on new hd my cookies, temperory internet files
& histor sem to go in c:\windows\temp all the time. why is it doing this on
a new install of xp & i see it also in c:\documents & settings\User
Name\Local Settings

is microshit goin to hell or what??? this is driving me nutz & causing slow
ie performance. how can i completly uninstall & reinstall ie or **** it back
to netscape.

You are not going to get much help with a post like this one. Take a
deep breath and read "your post" carefully. Then perhaps ask yourself
if you would want to help this person?

You might try and clean this up and re-post your question if you still
need guidance. Btw, the explanation on your first issue is quite
simple.
