Web page not refreshing

I wouldn't completely trust the ISP's advice, especially considering another
browser is affected - can you please advise what the browser is, so that we
can make sure it is not simply an IE shell. See if the key combination ctrl
F5 forces an update.

If you need IP address to get the latest, then you have a problem with your
HOSTS file (which is forcing your browser to an older IP address hidden
behind the bom.gov.au address) or their servers are caching the data and not
clearing properly (again, this would be bypassed by using IP address).

I use the Bureau of Meteorology site regularly as well, especially during
our cyclone season ;)
