want to change BMP to JPEG,

I have a BMP picture of my grandkids, it will not save as a desktop
wallpaper, just a solid color comes up, tried changing the size of pic and
didnt help. I have newCompaq laptop with Windows XP home. I tried to change
the pic to JPEG, as they save fine. Cannot change the extension of BMP to
JPEG as the drop down box is grey, willnot accept change. Can uou help?
