W2k pagefile missing or too small

I am having an issue with a dual boot installation of Win98 and Win2000
where I am stuck in a loop when trying to boot to Win2000. When booting
normally it get stuck in a loop saying somthing about establishing network
connections, then saving settings. It just keeps going round and round with
these messages after the initial Win2000 splash screen. When I boot W2k to
safe mode, I get the error that the paging file is missing or is too small,
and it gives the directions to fix the problem. I click ok to this dialog
box, but it keeps giving me the same error and never fully boots. Is there
any way to correct this pagefile.sys error from safe mode? I'd prefer not
to have to reinstall the os.

Note that it was current with the service packs and most of what is
available on windows update (up untils 3 or so weeks ago). Also, the
partition that win98 and win2k installs were added to this drive via norton
ghost using ghost images of these partitions from the same drive on the same
machine.

I usually fix this problem by temporarily installing a formatted
slave disk. This gives me a chance to set the paging file to
the appropriate location.

The problem is that I can;t get the system to boot so that I can change the
location of the paging file. Is there any way to edit where it looks to
find the paging file? I can access the win2k install from another install
of NT.
