Virtual Memory too low. Windows will not boot!

On the Welcome screen, even in safe mode, I will get the error:

Windows - Virtual Memory Minimum Too Low
Your system is too low on virtual memory. Windows is increasing the size of your virtual memory paging file. During this process memory rerquests for some applications may be denied. For more information, see Help.[/code]

Then it will show my desktop with no shortcut or task bar. I cannot right click or hit ctrl-alt-delete. Then the error:

process, memory request for some applications may be denied. For more information see Help.

....Followed by the error:

userinit.exe - Application Error
This application failed to initialize properly (oxcoooo12d). Click OK to terminate the application

5GB out of 20.

This may be a problem due to low memory in your
computer. How much RAM do you have? You can find this
out by right clicking on my computer and it should say
near the bottom or you can press window key+pause/break
and look on the bottom

This sounds like the one associated with Intel Application Accelerator.
I have also had an unconfirmed report that Norton AV can do it.

hey guys i also got this problem virtual memory too low i got 11.9 GB left out of 19GB how to solve ?

That is hard disk storage space, not your virtual memory (page file)
settings. Look at the page I mentioned - www.aumha.org/win5/a/xpvm.htm,
both on how you set the page file size, and on possible problems. I
have also heard of Norton NAV 2004 generating a spurious message at
boot, but have no second confirmation of that
