Using Symantec

I used Symantec help w/removing this worm,
BUT evidently, worm has taken over administrative
privileges and I'm unable to proceed. By following
Symantec instructions, I created a repair.reg file on
desktop, but when I double-click on it, window pops up
saying "registry editing has been disabled by your
administrator." I get similiar messages when I try to
open:
internet options/system etc. in control panel. Message
says:" Windows cannot access the specified device,path,
or file.You may not have the appropriate permissions to
access the item."
I cannot repair registry following Symantec instructions
unless I can "fix" this administrator problem.

I tried to restart in safe mode, but the same error
message occured when I tried to run regedit or start the
repair.reg file.
