Using s-video to TV

I posted this question below, but I don't think anyone reads older posts. So I am going to post again here in hopes of getting some advice. It is a similar question to an older post, which was never really answered. I have posted the address of the old posting for reference. Here is my question, probably easy to solve, but I can't do it...
I have S-video connected directly to the TV. After fiddling around with things the most I can get displayed on the TV is my desktop picture (wallpaper) in color. No icons or cursors and the screen just keeps showing this background, even if opening programs and stuff.
How do I get my TV to display what is on my laptop using S-video? I have had no problems using the monitor connection to an LCD projector.

theres different ways to use multiple displays, by the way it sounds you
need it to be set to 'clone' mode, where your monitor screen is the same as
the TV.. for me i have to go to screen properties, then click advanced, and
find the tab that lets you choose from differnt display types... it sounds
like yours defaults to 'dualview' if you can move your mouse between
screens as if they were 1 big one thats probably it... look for a setting to
change it to clone... after you do that you'll probably have to play around
with the resolutions in clone mode to have them both display fully.
