Using jpg's as background

Is it possible to use jpg's as the background in Win2000?

I say this because if I right-click on the desktop, select background and
browse, all I see is Bitmaps (BMP files).

Can I change this? How?

I think the reason I cannot change this is that Active Desktop is not
active.
I find that strange as this was upgraded from IE 5.0 -> 5.5 -> 6.0 -> 6.1
Windows 2000 Professional SP4. All updates, all patches applied.

How do I turn on Active Desktop for Win2000?
It can't be that I reinstall IE as I already have all of IE.

How do I inspect and change Group Policies?
I am an Administrator. I see Computer Management & Local Security Policies
tools under the Administrator menu (and other tools) but nothing connected
to group policy.

I see "IEAK" not installed under IE Summary settings (which may bit it - I
am not sure)

Nope. I changed the group policies. IE crashed (I think because I had
inadvertently had the Desktop dialog open in the background without
realising).

Screen has now changed to black background.
If I right-click on it, the context-senstive menu now has "Active Desktop"
as a sub-menu.
So something has improved.
In the display dialog, I see JPGs and BMPs so that is better.
But it is all greyed out, I can't choose. I have "None" for Wallpaper
So I cannot change anything.

I think I might change group polices back and then forward, hoping for no
crash.
The results might "take".

Any other suggestions?

Done. It was another Group policy preving the change of Wallpaper
