Using behaviors in FrontPage 2003

In FrontPage 2003, I am trying to add a behavior to a page. On the behavior
task pane, the "insert" is grayed out making it unavailable for use. Any
idea on how to correct this? Thanks

You have to select a element (text, image) on the page first.

And, the behavior must be appropriate for the element selected. For
example, HTML doesn't allow one to apply event handlers directly to bare
text, paragraph tags, etc.
