Users unable to change password

Currently my users are getting a message that they do not
have permissions to change their password. I have been
through articles # 242795 and # 258788. I have verified
that the users have a security tab group of "everyone"
with the permission to change password allowed. This only
happens when they are told to change their password by the
system. If I reset their password and then force them to
change on next logon, they have no problem, but if I chack
the change on next logon, they are unable to do it. Is
their something in the security policies that restricts
this?

Is this a Windows 2000 or Windows 2003 domain?
What type of client machines do you have (NT4, 2000 Pro, XP, etc?)

This can happen if Authenticated Users and Everyone are removed from the
"access this computer from the network right" in the Default Domain
Controllers Policy.
Computer Configuration - Windows Settings - Security Settings - Local
Policies - User Rights Assignment

There's also the below issue in Windows Server 2003:
812530 "You Do Not Have Permission to Change Your Password" Error Message
