98 clients cannot change password

I have a new AD domain on a 2003 ADV server. My 98 clients cannot change their domain password via "Control Panel", "Passwords". They all receive the following message after enterin their new password. All are running current DSClient.
"Unable to change the password for Microsoft Networking because of the following error: This password cannot be used now"

When "User Must Change Password at Next Logon" is selected in domain account, user is prompted to change pwd at logon and this works OK

This could happen if the user password has not met the min password age
requirement. You may want to take a look at the account policy settings to
determine what the current setting is.
