AD pasword problem

Hello I have trouble shooting a AD user password
permission problem.
Users are unable to change their password at logon when
password notification" message appears before
the "Maximum password age". They receive message "You do
not have permission to change your password". I found and
followed Microsoft Knowledge Base Article - 258788
insuring that users in fact have the right to change
their password. This did not work and the problem still
remains. Not sure what direction to go so any assistance
would be much appreciated.

If they are able to login and then ctrl+alt+del and use
that change password route, then there is a setting on the
DC that forces users to fully lonin before they are
allowed to change thier password.
