user folders show access denied when in administrator

I am trying to copy files from the documents and settings directories from a
previous install. I can see the user directories, but when I try to open
them they say not accessable, access denied. I remember this happening once
before and it was something in the registry that had to be changed. When
logged in as administrator you should be able to get into everything
including user directories.
Can anyone help?
