When i try to change the way users log on and off I get a message saying that
the Clent Services for Netware has disabled the Welcome Screen and Fast User
Switching and to restore them I must ininstall Client Services for Netware.
I can't find this to uninstall it.

AS admin

go to your ethernet device proerties page and delete Client Services for
Netware - your probably not using it anyway.
(if your on a modem then your accoutount connection proerties)

If you don't need the Novell Client to connect to a LAN:

Start > Network Connections > Right-click on the desired connection >
Properties > General > High-light the Client Services for Novell >
Uninstall.
