user account problems

Can anyone please point me at a solution for the following: several user
accounts, set as administrators, suddenly cannot make simple changes, like
open the recycle bin, change wallpaper/screensavers, etc. Any ideas?

Corrupted profiles?
I don't know if this is apocryphal, but I've seen this suggested. Recreate
the user, perhaps using files and settings transfer tool to move settings
between the old and new profile, and see if that fixes it.

I know this is easier said than done, but it might be worth trying with one
user to see whether it does the job.
